So I've done some research on Synetic's games having Japanese releases. I found out they were sold in Japan, but they weren't translated into Japanese. Instead, they were sold in English with Japanese-language manuals. Synetic games are mostly known in Germany and Central Europe. When it comes to racing games, the Japanese prefer to play Gran Turismo or Shutokou Battle if I'm not mistaken. The closest thing to a Japanese C11 game would be Critical Velocity for the PS2, although that came out one year before C11: Nitro. Critical Velocity, however, wasn't even popular, which explains why the game was never translated into other languages.
